I failed class but pass state exam?

Well its end of school year and im in the 7th grade and i failed my class but in the state nyc exam i passed, its usally if u pass the exam you go to the next grade you pass. But in 2010 it changed it was that you had to have atleast a 65% average wich i had a 56% and test 1234 u had to get 2 or higher. i got a 3 or higher in ela and in math test had a 2 so i go to the assistant princble that haves the summer school list of all the students, to be in summer shcool it would mean either u failed the test or need more 5 on school grade (wich one is me) but they check the list i was'nt there i got happy and screamed and said i passed but she said this would mean either i failed or pass now its a mystery wether i passed or not can i get info what you think im i passing or failling i think im gonna pass becuase my friend had the same thing as me he passed the test but failed class n he was'nt in the summer school list either this means where passing or failing??
