How is the best way to reheat rice safely?

Put it in a bowl, and if it seems a little on the dry side, add just a sprinkle or teaspoon of water. Cover the bowl loosely with plastic wrap, and microwave for 20-30 seconds. Take it out and stir it a bit, maybe put it back in for another 30 seconds or as long as it needs to become hot all the way through. Enjoy!
